Reports To: Chief Executive Officer (CEO)
Purpose of the Role
Our client is a Co-operative Union operating under the Ministry of Co-operatives and Marketing and registered under the Co-operative Societies Act, Cap 490 of the Laws of Kenya. They are seeking to hire a highly competent, strategic, and proactive ICT Manager to lead and oversee the Union’s ICT department.
Reporting to the CEO, the ICT Manager will be responsible for setting the strategic direction of the organization’s ICT function, ensuring secure, reliable, and efficient ICT systems that support business operations, compliance, and innovation across all levels of the SACCO.
Key Responsibilities
1. ICT Strategy Development & Execution
-
Develop and implement an ICT strategy aligned with the Union’s business goals and digital transformation objectives.

Lead ICT planning processes and ensure continuous innovation and improvement.
2. ICT Infrastructure & Systems Oversight
-
Manage the performance, security, and availability of all ICT infrastructure, systems, and networks.

Ensure seamless functioning of core SACCO software systems and related platforms.
3. Vendor & Contract Management
-
Oversee procurement and management of ICT-related contracts and services.
-
Evaluate vendor performance and ensure compliance with SLAs and regulatory frameworks.
4. Security, Risk & Compliance
-
Implement and monitor ICT security policies and protocols.
-
Ensure all systems comply with applicable laws, data protection policies, and ICT standards.

Lead disaster recovery planning and business continuity efforts.
5. Data Management & Recovery
-
Oversee data governance initiatives, ensuring data integrity, backups, and secure storage.

Lead response plans for data loss, breaches, and system outages.
6. System Maintenance & Upgrade Management
-
Ensure timely updates and maintenance of all hardware, software, and applications.

Plan and oversee system upgrades and migrations to align with best practices and security standards.
7. Network & Communication Systems Administration
-
Maintain robust, secure, and scalable communication and network infrastructure.

Ensure uninterrupted access and connectivity across all departments and branches.
8. User Support & Service Delivery
-
Manage IT support services, ensuring timely resolution of user issues.

Champion user satisfaction and promote efficient service delivery standards.
9. ICT Team Leadership & Development
-
Lead, mentor, and develop ICT staff to build a high-performing and accountable team.

Foster a culture of continuous learning, innovation, and collaboration.
10. Monitoring, Reporting & Governance
-
Track performance of ICT systems and prepare regular reports to senior management and the board.

Provide insights on system performance, security, budget utilization, and operational risks.
11. Technology Innovation & Industry Trends
-
Keep abreast of emerging technologies and assess their applicability to SACCO operations.

Recommend and implement solutions that drive operational efficiency and digital transformation.
Job Requirements

Minimum Qualifications

Bachelor’s degree in Computer Science, Information Technology, or a related discipline.

At least one professional certification is required:

Certified Information Systems Security Professional (CISSP),

Certified Information Security Manager (CISM),
-
Microsoft Certified (e.g., Azure Database Administrator Associate) or equivalent.

Minimum 5 years of ICT management experience within the financial or SACCO sector.
-
Proven experience working with core SACCO systems and understanding of SACCO operations.
-
Proficiency in software development, networking, and database administration.
-
Sound knowledge of IT governance, policy development, and regulatory compliance.
-
Familiarity with current ICT trends and security practices.
